A billboard is real marketing. But a billboard that sends people to Google, where they find a thin website and three reviews, is paying to send customers to your competitor.
The U.S. Small Business Administration puts market research and competitive analysis first in its planning guide, ahead of the business plan, funding and even choosing a name (SBA). Its marketing guidance picks channels only after the audience and your advantage are clear, and ends with measuring cost against revenue (SBA). We build in the same spirit. Here is the order we use.
Step 1. Know your market
Who buys, what they search for, what they pay, and who else they are comparing you to. SBA points owners to free federal data from the Census Bureau, BLS and BEA for exactly this (SBA).
Step 2. Name, brand and look
A logo, colors, a voice and an offer you can say in one sentence. Brand researchers at the Ehrenberg-Bass Institute find that a brand's look only works when it is unique to you and used consistently; changing it carelessly throws away recognition you paid for (Ehrenberg-Bass Institute). SBA has no separate logo step; putting brand here is our recommendation.
Step 3. Website and tracking
This is home base. Visitors form a first impression of a site's look in about 50 milliseconds (Nielsen Norman Group), and many leave within 10 to 20 seconds unless the page makes its value clear (Nielsen Norman Group). In a Stanford study, the look of a site was the single most mentioned factor when people judged whether to trust it (Stanford / Consumer Reports WebWatch).
Tracking (calls, forms, bookings) goes in now, before any money is spent driving traffic.
Step 4. Get found by people already looking
Google Business Profile, reviews, local SEO and SEO. Google handled about 85% of U.S. searches in September 2026 (StatCounter). Google says local results depend mainly on relevance, distance and how well known a business is, and that reviews help (Google Business Profile Help).
Step 5. Pay to reach more of the right people
Google Ads first, because it reaches people at the moment they search. Then social and video ads. Google's own guidance is to define your valuable actions (calls, forms, sales) so you can see which keywords and ads produce them (Google Ads Help).
Step 6. Build reach and memory
YouTube, social media, video, content, and eventually broad channels like radio, TV and billboards. In the IPA's study of about 996 campaigns, the best results came from roughly 60% brand building and 40% short-term activation (IPA, Binet and Field). That research comes from larger brands, so treat it as a direction, not a rule for a local shop.
Step 7. Measure, report, adjust
Every month: what each channel cost and what it brought in. SBA recommends comparing marketing costs to the revenue they produce and reviewing at least once a year (SBA). We do it monthly.
Why billboards are not step one
Broad advertising creates curiosity. Curious people search your name. If steps 2 through 4 are missing, that curiosity lands somewhere else. Once the foundation is in place, broad media can be made measurable with a tracking number, a short URL or a QR code to a landing page.
